Rules question: Transports (again)

A beautiful american transport is carrying an american soldier (from east coast USA) and a brave british soldier from Canada. The american soldier makes an ampibius assault at France (western Europe). The british infantry cannot move until their turn. The question is:

Can the british infantry make at their turn, an ampibius assault in Norway (since the american transport won't move)?

Or the american trasnport is considered located in the french coast?

The british inf can attack norway, because it's a new turn and you can land the british Inf where you want (only neighboring territory)
